Net 147 FidoNet Backbone Co-op Policy
I. Method of financing
a. Echo Fees are set at $20.00 per quarter to a maximum of $30.00
per quarter, as decided by the Net Financial Officer and the
Net Echo Coordinator for each node number listed in the current
FidoNet nodelist who wishes to receive current FidoNet Backbone
Echos. Participating Sysops who have more than one node number
in the current FidoNet nodelist and are willing to feed their
secondary nodes shall pay an additional fee of 50% of the
current quarterly invoice for that system.
IE: (147/30 and 147/10 are run by Kris Veitch and both
systems receive Backbone Echos. Kris Veitch feeds
147/10 from 147/30. Thus 147/30 would be charged
$20.00 + $10.00 for 147/10 for a total of $30.00)
b. The Net Financial Officer (N.F.O.) is responsible for
for accounting for disbursement of collected dues,
maintenance of bank account and preparation of a
quarterly status report.
c. Echo Fees will be invoiced by the Net Financial Officer on the
10th of the month prior to the beginning of the next quarter
via Net Mail. Echo fees are payable by the 20th of the month
prior to the beginning of the next quarter, with a penalty
for reconnection to the Co-op after the first. This penalty
shall be 50% of the current quarterly invoice.
IE: (147/30 owes $20.00 - Reconnection would be $30.00)
Termination and reconnection penalty are waiverable by
unusual and extenuating circumstances at the discretion
of the NEC.
There will be no penalty for startup at the beginning of a
quarter after the node has abstained for one quarter.
New nodes listed in the FidoNet nodelist who wish to
receive FidoNet Backbone Echos shall be pro-rated on the
following schedule:
1st month of a quarter - Full Echo Fee
2nd month of a quarter - 2/3 of Echo Fee
3rd month of a quarter - 1/2 of Echo Fee
d. Any node holding a recognized node number within FidoNet
or its successor is eligible for membership in this
co-op. No node shall be excluded due to beliefs or
method of operation so long as it maintains a recognized
FidoNet (or successor) node number.
h. Only those nodes designated by the NEC will be authorized
to forward echos received from the Net 147 echo hub and
only to those systems designated by the NEC.
i. Any node not designated by the NEC that is discovered to
be feeding echos received from the Net 147 echo hub to
any other node will have its echo feed from the Net 147
echo hub terminated for a period of not less than three
months and will not be granted a reimbursement of dues
paid for that period.
II. Method of disbursement / Reason for disbursement
a. No funds will be disbursed 'out of pocket'. All
disbursements shall be accounted for by either checkbook
register or (preferred) cancelled checks.
b. The dues collected are specifically designated for the
operation of the Net 147 echo hub and are to be used for
no other purpose.
c. Primary disbursement is and should always be for payment
of phone charges incurred in conjunction with the
operation of the Net 147 echo hub.
d. No echo with the exception of those that fit the
criteria established in (g.) below are to be exempted
from being carried by the Net 147 echo hub if any co-op
member node desires to receive it.
e. The NEC will designate which 'star' will be the pickup
point for Net 147. Long distance charges incurred in
calls to this system are the only long distance fees to
be paid from the collected dues.
Note on Exemptions: The NEC's primary system shall be EXEMPT from the
payment of Echo Fees.
IE: (147/7 shall not pay $20.00 per quarter)
